Renting Rubin : BT IV – Don’t Put Off The Switch. BT Already Did

BT recruited Clare Balding to tell Britain’s remaining analogue customers not to delay moving onto its “safer, more reliable” digital landline. The old wired telephone could draw power from the network during a blackout. Its replacement normally travels through a broadband router plugged into the wall. Government records serious switchover incidents, including a small number of fatalities after telecare devices failed, while BT’s standard battery promises at least one hour. Don’t put off the switch, says the company that moved its own deadline from December 2025 to January 2027.


Britain’s remaining analogue customers now have a celebrity chaperone. Clare Balding was dispatched to the hallway telephone with an urgent message from BT: stop procrastinating, answer the company and complete the digital landline switchover before January 2027.

BT even brought research. Nearly two thirds of UK adults apparently delay essential tasks, almost one in three has ignored or postponed messages from an essential service provider, and three in ten have missed a deadline. Before removing a communications system used for generations, the company commissioned the nation a character reference and discovered the public had poor administrative habits.

Splendid.

BT announced in 2017 that the analogue network would retire by the end of 2025. Serious telecare incidents later prompted government intervention, an industry-wide pause and a charter for vulnerable customers. BT then moved its own finish line to 31 January 2027. On 30 April 2026, with thirteen additional months installed in the timetable, it launched “Don’t Put Off the Switch”.

The customer was procrastinating. BT had merely undergone a safety-led strategic refinement.

Daniel Rubin At The Switchboard

Horsfield Menzies says Daniel Rubin spent time on secondment at BT. That is the direct link. The firm chose the company, placed it in his public profile and uses the FTSE 100 name as evidence of high-level corporate experience.

The surrounding sales pitch could have been wired specifically for this article. Rubin helps organisations manage strategic change from planning through consultation and implementation. He advises boards, handles regulated clients and supports regulatory investigations. Above all, Horsfield Menzies says reputation management and investor confidence are key to his big projects.

The profile supplies no dates, role, department or evidence that Rubin worked on the digital landline migration. TCAP does not claim that he designed it, advised upon it or knew anything about it. The biography plugs Rubin into BT. It does not plug him into this programme.

However, this is not a random company dragged in from the street. Horsfield Menzies deliberately rents BT’s reputation to Rubin. Renting Rubin inspects the property before accepting the estate agent’s fucking description.

Strategic change, regulated infrastructure, vulnerable people, implementation risk and reputation management are all live on the same circuit. Rubin’s profile opened the door. BT left the fuse box uncovered.


Britain Receives A Procrastination Diagnosis

BT’s April campaign presented the remaining migration as a problem of public hesitation. Its research found people delay doctor’s appointments, car MOTs, password changes and messages from service providers. The campaign then placed the digital landline among that untidy pile of life administration.

There is obvious value in reaching customers who have not responded. By the end of 2025, 3.6 million analogue lines remained active, down from 6.5 million a year earlier and a peak of 35.2 million in 2000. Nobody sensible wants an elderly customer discovering after switch-off that the wall socket has become a beige ornament.

Yet the framing performs some audacious rewiring. A national infrastructure migration becomes a reminder letter. Institutional complexity is converted into consumer inertia. The provider supplies the deadline, technology and shutdown. The customer receives Clare Balding asking why they still have not done their homework.

BT says people often assume that if something still works, there is no urgency to change it.

That is not irrational. It is how functional objects traditionally advertise their functionality.

The old telephone rings. Its user answers. Even a power cut need not silence a basic corded handset. Then a multinational arrives with a survey explaining that continued reliance upon the working object may reveal a regrettable national tendency towards putting things off.


BT Already Put It Off

The original programme had considerably more confidence than the revised one. BT announced in November 2017 that its analogue telephone network would retire by the end of 2025. Six years later, the Technology Secretary called the largest providers into a meeting after becoming aware of serious incidents involving telecare equipment failing following digital migration.

On 18 December 2023, BT and other providers signed a charter. They agreed not to conduct non-voluntary migrations until they had confidence that all possible steps were being taken to protect vulnerable people. Nobody using telecare should be moved without confirmation that a compatible, functioning solution existed. Providers also promised additional checks on customers already migrated.

The project had found its circuit breaker.

BT resumed selected migrations after the industry pause, but in May 2024 revised the completion date to the end of January 2027. It said the extra time would support a more cautious approach, improve protection for people with additional needs and align migration with the wider move from copper to fibre.

That was responsible. It was also a delay.

There is no shame in extending a deadline when human safety requires it. The comedy begins when the company later wraps itself in celebrity urgency and diagnoses customers with procrastination. BT had thirteen months added to the calendar because the system needed stronger safeguards. Nana gets four weeks’ notice and a lecture about answering her post.


Two Million Pendants On The Line

Telecare is the quiet machinery behind independent living. A pendant, wrist alarm or button connects an older or disabled person to an alarm receiving centre. If somebody falls, becomes unwell or cannot reach the telephone, one press can bring a human voice into the room and start the chain towards help.

Upwards of two million people in the UK use these services. Most analogue devices were built around the old telephone network. The digital switchover therefore does not merely move conversation from copper into internet packets. It lifts a support system out of one environment and asks hundreds of models, providers, local authorities, routers and alarm centres to land on their feet together.

A handset can fail and become an inconvenience. A health pendant can fail while its owner is lying on the floor.

That difference is the entire fucking article.

The Government says analogue telecare equipment has a higher failure rate when connected to digital telephone lines. Compatibility must be checked, devices may need replacing and alarm receiving centres must also be ready. A customer cannot inspect that chain by looking at the phone. Every light may be green while the emergency signal has quietly taken a wrong turn behind the plaster.

The old system was one wire with a long institutional memory. Its replacement is a relay race conducted in the dark.


The Fatality Line In The Government Plan

The Government’s Telecare National Action Plan contains the sentence every campaign about a “safer, more reliable” future must carry in its luggage. Serious incidents occurred after customers were migrated. They included a small number of fatalities where telecare devices failed to work properly.

The published material does not identify the communications providers involved. It says the December 2023 incidents were confined to a small number of providers, but does not name them. TCAP therefore does not attribute those deaths to BT.

Nothing more defensive is required. The industry record is brutal enough.

A provider-led national migration reached the point where emergency alarms failed and people died before the protection architecture was complete. Government then convened the major companies, secured a pause, demanded extra checks and produced a national action plan. The plan says communications providers control migration timeframes despite having no direct involvement in the telecare market. Local authorities and alarm providers hold pieces of the customer information. Nobody began with the whole switchboard.

The technology industry calls this an ecosystem. That makes it sound green and self-balancing.

In reality, it was a room full of extension leads, each labelled “somebody else’s responsibility”, with a vulnerable person plugged into the last one.


The Old Telephone Brought Its Own Pulse

Traditional analogue lines possess one unfashionable advantage. The network supplies enough electricity to operate a basic corded handset during a power cut. The house can go dark while the telephone retains a pulse from the exchange.

Digital Voice changes the route. The handset normally connects through a broadband router, and the router requires mains electricity. Full fibre may add an Openreach terminal that also needs power. Progress removes one ageing network and installs a domestic chain of powered boxes where the old phone socket used to sit quietly doing its job.

BT states the position with admirable bluntness on its help page: the hub must have power for customers to make Digital Voice calls. Without a battery or alternative method, a blackout takes the landline with it.

This does not make the analogue network immortal or the migration unnecessary. The old system is increasingly fragile, spare parts are scarce and engineers with the relevant expertise are retiring. Government recorded more than 2,600 major PSTN incidents during 2024-25. Copper is not a sacred relic. It is a machine reaching the end of its serviceable life.

Nevertheless, modernisation has shifted the electrical burden. Resilience once lived inside the network. Now part of it sits beside the customer’s router, charging from the same wall supply whose disappearance creates the emergency.

The future is wireless, digital and permanently looking for a plug.


One Hour Of Regulatory Reassurance

Ofcom requires providers to offer a free resilience solution where a customer depends upon the landline to contact emergency services during a power cut and lacks a working mobile alternative. The minimum is at least one hour.

BT’s standard battery backup promises the same. It can keep the Smart Hub and, where necessary, the Openreach modem alive long enough for essential Digital Voice calls. The customer must be identified, request or receive the correct equipment, connect it properly and keep its battery charged.

One hour is useful. It is also a countdown clock wearing the uniform of resilience.

The regulatory seam becomes stranger around telecare. Government guidance states there is no requirement for communications providers to guarantee uninterrupted access for telecare devices. The reason is jurisdictional rather than human: telecare pendants call alarm receiving centres, not 999.

Yet the emergency remains real. Only the dialled destination changes the protection.

A person on the floor does not become less vulnerable because their pendant calls a monitoring centre before an ambulance. Yet the signal sits outside the specific obligation built around direct access to emergency organisations. Law draws a neat box around 999. Human need inconveniently falls between the lines.

BT markets connection. Regulation supplies sixty minutes. The storm is invited to consult the terms and conditions.


Eight Hours Sitting Quietly, One Hour Talking

BT also offers an Emergency Hybrid Home Phone. During a power or broadband outage, the handset can switch to a built-in SIM and use the mobile network. It is a sensible layer of protection for eligible customers and considerably better than leaving an unpowered router to negotiate with the dark.

Its specifications tell the modern landline story in miniature. The battery provides up to eight hours on standby but about one hour of talk time during an outage. If power or broadband fails during an active call, that call drops. Incoming calls to the landline number during the outage reach voicemail or an engaged tone. The user can then place an emergency call over mobile coverage.

Eight hours sounds reassuring until the telephone begins behaving like a telephone.

Again, this is not evidence of a defective product. Batteries have limits, mobile fallback is valuable and BT clearly publishes them. The point is structural. A basic analogue corded phone took its power from the network. By contrast, the digital replacement survives through charged equipment, a SIM, available mobile signal and a user who understands what happens after the first call falls through the floor.

It is hybrid because the national migration has converted one dependable route into a contingency plan with buttons.


The Customer Must Exist In The Correct Database

Power is only one dependency. Before a provider can protect a telecare user, it has to know the user exists.

In May 2024, BT said only around a quarter of local authorities and telecare providers had disclosed which telephone lines carried telecare devices. Its safer migration process depended upon organisations sharing records, customers identifying themselves and alarm providers confirming compatibility. The network could locate a socket to the metre. Vulnerability remained distributed across spreadsheets.

By March 2026, the industry had agreed further modernisation charters and final-engagement protocols. Providers committed to at least three contacts through a minimum of two suitable channels, clear language and at least thirty days for a response. Extra safeguards applied to people needing more support.

Those protections matter. They also reveal what “just switch the landline” actually contains.

The provider must identify the customer. The customer must understand and answer. A local authority may need to share data. The telecare company must recognise the device. An engineer may need to visit. The router, battery, fibre terminal and alarm must be tested. If one organisation has an old address, one database lacks a flag or one pendant speaks the wrong technical dialect, the reassuring campaign has arrived at the wrong house.

The last mile is not fibre.

It is administration with a heartbeat attached.


Safeguards Installed After The Alarm

BT’s current protections are substantial. Known vulnerable customers can receive battery backup, a hybrid handset, accessible communications and an engineer visit. Telecare equipment is tested during migration, and BT says an engineer can return the customer to analogue if the device does not work. People should not be moved until a functioning solution is confirmed.

Those measures deserve to work.

They also read like the change log after a severity-one incident. Pause non-voluntary migrations. Define vulnerability. Find the missing telecare users. Test compatibility. Add battery resilience. Create a board. Extend the timetable. Return failed devices to analogue. Introduce final-contact protocols. Bring in Clare Balding.

The sequence matters because reputation management likes to photograph the finished guardrail while cropping out the skid marks that caused it to be installed.

BT now describes Digital Voice as safer and more reliable. In many respects it may be. Scam blocking, clearer calls and a maintainable modern network are genuine benefits. Safety, however, is not a feature stored inside the phrase “digital”. It is the product of every dependency working when the customer needs it most.

The router does not care about the campaign. No battery has ever seen Clare Balding. A pendant cannot read a charter. When the button is pressed, only the circuitry gets a vote.

Strategic Change Reaches The Wall Socket

Return to Daniel Rubin, because Horsfield Menzies made the connection and the connection should remain explicit.

The firm says Rubin helps organisations manage strategic change and its impact from planning to implementation. It advertises regulated clients, investigations, board advice, reputation management and investor confidence. His BT secondment is placed in the profile as proof that this expertise has operated among major listed companies.

BT’s digital switchover is strategic change in its purest form. A legacy system is retired. Costs and technical debt are removed. Millions of customers are migrated. Vulnerable groups require additional protection. Government and Ofcom watch the implementation. Public confidence becomes part of the engineering problem because a safe network nobody understands is still a dangerous transition.

TCAP has no evidence that Rubin worked on any of it. That does not make his BT credential irrelevant. It defines why this series is here.

Horsfield Menzies wants potential clients to see BT and imagine scale, sophistication and institutional trust. Renting Rubin follows the same cable in the opposite direction. It reaches the pause, the revised deadline, the one-hour minimum, the incompatible alarms and the government action plan containing fatalities.

Reputation Management On Battery Backup

Part I found BT discrimination judgments, unfair dismissals, regulatory penalties, an accounting crater, a preventable death and a catastrophic 999 outage. The second instalment followed AI, passcard monitoring, office closures and disappearing jobs. By Part III, Ofcom was provisionally moving to block an Openreach discount for the first time.

Now Part IV comes home.

It sits beside the router of an older customer who has used the same wall socket for decades. On the table is a pendant intended to summon help. In the cupboard is a battery whose usefulness depends upon whether the right person was identified, the right equipment arrived and every link remained awake.

BT is right that the analogue network must eventually go. It is right to offer batteries, engineers, mobile fallback and extra support. It was right to pause and extend the programme when the safeguards were not sufficient.

That is exactly why “Don’t Put Off the Switch” deserves examination. The slogan pushes urgency down the wire towards the customer after institutional delay, serious incidents and a national protection apparatus demonstrated how much work BT and the wider industry still had to perform at their end.

Do not put off the switch.

Fine.

Just make sure the telephone, router, fibre terminal, battery, mobile mast, telecare box, alarm centre, provider record and local-authority spreadsheet all switch on when the person wearing the pendant presses the fucking button.
